Sheila Lowry has been appointed as the Director of Parks and Recreation for the City of Concord, effective October 16. This decision was announced by City Manager Lloyd Payne following Lowry's tenure as Deputy Director for four years and Interim Director for three months.
Lowry began her career with the City of Concord in 2011 as an Athletics Specialist within the Parks and Recreation Department. She later advanced to Senior Executive Assistant before being promoted to Deputy Director in 2019, eventually stepping into the role of Interim Director in August 2023.
In her role as Deputy Director, Lowry contributed significantly to the development and approval of a $60 million Parks and Recreation General Obligation Bond. The bond aims to renovate five existing parks, construct four new ones, and add eight miles of greenway. These projects will introduce amenities such as splash pads and a skate park while enhancing accessibility features for residents with special needs.
City Manager Lloyd Payne praised Lowry's dedication: “Sheila’s tireless dedication and commitment to service is the epitome of what it means to be on Team Concord. She is the perfect leader to continue managing our bond projects and work to enhance the quality of life for our community.”
During her time as Deputy Director, Lowry also managed several significant projects including the construction and opening of various greenways and trails. Her efforts have moved Concord closer to its goal of achieving 30 miles of greenway by 2030.
Lowry expressed her enthusiasm for her new role: “My goal is to provide a little something for everyone – whether it’s a place to do art, meditate, bike, or play ball... I love this city. I work here, I live here, and I play here.”
Originally from Hope Mills, NC, Lowry holds degrees from Pfeiffer College and Pfeiffer University. Before joining Concord's administration, she spent over two decades in senior management roles with major retailers.
Outside her professional life, Lowry is active in her church community, enjoys sports activities, and cherishes family time at Topsail Island.
