Troy Savage has been named the 2025 recipient of the Jo Atwater Continuous Core Values Award, the highest honor given to a City of Concord employee. The award was presented by City Manager Lloyd Payne during the September 11 City Council Meeting.
“Troy exemplifies his care for others through his teamwork and by building trust with everyone he comes into contact with, and just like Jo Atwater he has shown a commitment to serving others in the community and has an abiding dedication to the City’s core values,” said Payne.
Savage serves as Administration Manager for the Solid Waste Services Department, where he oversees a team responsible for cart management, repairs, and customer service. He also leads compliance education efforts aimed at improving recycling practices among residents. His team is recognized for its high level of customer service and regularly receives positive feedback from both coworkers and city residents.
Beyond his department, Savage is known as a mentor and role model who supports the personal, professional, and spiritual growth of his colleagues.
Upon receiving the award, Savage reflected on advice from his father: “you can’t serve God without serving humanity.” He explained that these words now guide his approach to life and public service.
“I don’t get up every morning to win awards, I just get up to serve the community. This community has given to me and served me first, and I feel it is only right to give back,” said Savage.
Savage was joined at the ceremony by family members, church associates, friends from his workout group, and other supporters. Originally from Accomac, Virginia, Savage has lived in Concord for ten years. He holds degrees from Livingstone College and Regent University. Since joining the City of Concord in 2017 as a Compliance Inspector, he has earned several professional certifications including SWANA MSW Collections Manager in 2023 and completed APWA’s Emerging Leader’s Academy.
Outside of work, Savage is active at The Refuge church as an Elder and small group leader. He has volunteered with The Boys and Girls Club of Cabarrus County and currently serves as an advisory member on Members of the Corporation. In July 2024, he became a Guardian Ad Litem in Cabarrus County advocating for children in foster care.
The Jo Atwater Continuous Core Values Award was established in 2003 to recognize employees who demonstrate accountability, communication, teamwork, and exceptional service to others. It honors Jo Atwater, former Human Resources Director for Concord from 1994 until her passing in 2004.
