Patrick Graham named first CEO by Concord Family Enrichment Association

The Concord Family Enrichment Association (CFEA) has appointed Patrick C. Graham, Ph.D., as its first Chief Executive Officer, effective June 1, 2021. Dr. Graham brings over two decades of executive experience in the social and public sectors.

JC McKenzie, Concord City Council Member and Chairman of the Board, expressed enthusiasm for Dr. Graham's appointment: “The Board of Directors is thrilled that Dr. Graham accepted our offer to lead the CFEA.” He added that during interviews it was clear Dr. Graham understands the complexity of the housing crisis and recognizes that multiple solutions and partners are needed to address it effectively.

Concord faces a shortage of affordable workforce housing as one of the region's fastest-growing cities. A survey conducted in 2019 indicated a need for an additional 3,000 units over ten years to meet demand adequately. As CEO, Dr. Graham will be tasked with developing strategic plans for CFEA and expanding affordable housing options across Concord.

Dr. Graham stated his commitment to addressing housing issues: "Housing is a gateway to wealth and the vitality of our families,” he said. “It impacts education, talent development, and the economic strength of our community.”

Before joining CFEA, Dr. Graham served as Senior Policy Advisor in Richmond, VA, where he spearheaded initiatives such as Metro Richmond’s first regional eviction prevention model and significantly increased funding for related services.

Dr. Graham holds degrees from Johnson C. Smith University (B.S.), University of Wisconsin-Madison (M.A.), and Stony Brook University (Ph.D.). He is recognized for his contributions to equity initiatives in workforce development and housing.

CFEA was established by the Concord City Council in April 2019 with a mission to expand affordable housing options throughout the city.
