Cabarrus County Manager Mike Downs has been recognized with the James D. Prosser Excellence in Government Leadership Award by the Centralina Regional Council. The award ceremony took place on February 8 in Charlotte.
The James D. Prosser Award honors "an individual who exemplifies and promotes excellence in government, outstanding leadership and high ethical standards." Downs' career with Cabarrus County spans 37 years, during which he held various roles including Zoning Inspector, Zoning Administrator, Development Services Director, Public Safety Services Director, and Deputy County Manager before becoming County Manager in 2011.
His nomination highlighted his involvement in significant projects such as the construction of the downtown Courthouse, a new Emergency Medical Services headquarters, and a downtown Concord parking deck. It also noted his efforts to enhance transparency through the county's website and communications initiatives. Furthermore, Downs organized the quarterly Elected Leaders Summit and led the creation of the county's first Strategic Plan.
Upon receiving the award, Downs expressed gratitude for his team: “Recognition belongs to the incredible team I work with every day. Their dedication and commitment truly make Cabarrus County shine.”
Beyond his professional duties, Downs is active in community organizations like the Rotary Club of Cabarrus County and serves on several boards including The Cabarrus County Convention and Visitors Bureau and United Way.
The Centralina Regional Council supports regional collaboration across several counties around Charlotte to improve quality of life.
