The City of Concord has announced the appointment of Jackie Deal as its new Engineering Director. Deal, who has over 15 years of experience in municipal engineering and construction, will lead engineering, technical, and contract management services for all city departments. She will also collaborate with private consultants and contractors to continue developing Concord as a desirable location.
“Jackie’s experience managing and coordinating multi-million-dollar projects will prove to be a tremendous asset for our growing city and communities across Concord,” stated City Manager Lloyd Payne. “With many years of experience in the public and private engineering field I know Jackie will hit the ground running, and I am excited to welcome her to Team Concord.”
Deal's career spans both public and private sectors, where she has worked with local governments on projects ranging from small community initiatives to significant infrastructure improvements. Her career began at Crowder Construction Company as a project engineer before moving to the City of Charlotte’s Storm Water Services. There she served as a Senior Project Manager overseeing 90 projects with a budget totaling $28.5 million.

In her new role, Deal will offer strategic direction on projects impacting both new developments and existing infrastructure operations. Her tenure begins on October 30th, during which she will work alongside current Director Sue Hyde until Hyde's retirement at year-end.
Deal is a registered professional engineer in North Carolina, certified by NASSCO, and active within the American Public Works Association (APWA). She holds academic credentials from NC State University (bachelor’s degree) and Corban University (Master of Public Administration).
Outside her professional duties, Deal is active in her church community, enjoys attending her children's athletic events, and travels with her husband Bill.
