Marcella Beam Named Assistant City Manager

Marcella Beam has been appointed as the Assistant City Manager for the City of Concord, bringing with her a wealth of experience in strategic management and communications. City Manager Lloyd Payne expressed his excitement about Beam joining the team, stating, “I am thrilled to welcome Marcella to Team Concord. She is a proven consensus builder in our community and will provide new perspectives for our Leadership Team.”

Beam, who will officially assume her new role on December 11, 2023, is stepping into the position following the retirement of Assistant City Manager Pam Hinson. In her new capacity, Beam will oversee various city departments, including Concord Police, Concord Fire, Emergency Management, 911 Communications, Parks & Recreation, Housing, and the Concord-Padgett Regional Airport.

Expressing her enthusiasm about the opportunity, Beam shared, “Having served this community for the last nine years, it is an honor to be joining Team Concord at a time when there are a host of projects in motion that focus on citizen well-being, safety, and preserving the history of this city.”

Prior to her new role, Beam dedicated nearly a decade to improving the health and quality of life of Concord residents. She served as the Director of Strategy and Public Information Officer for Cabarrus Health Alliance and as the Executive Director of Healthy Cabarrus. Her commitment to community service also extends to her volunteer work, where she holds leadership positions in organizations such as Cooperative Christian Ministry and the Cabarrus Partnership for Children.

With a background in journalism and mass communication, Beam earned a Bachelor of Arts from the University of Oklahoma and is currently pursuing an Executive Master of Public Administration through the University of North Carolina Wilmington.

Hailing from Allen, TX, Beam has resided in North Carolina for 15 years and currently lives in Huntersville with her husband and two children. As she prepares to embark on this new chapter in her career, Beam expressed her excitement about working alongside City Manager Payne and Assistant City Managers Blackburn and Smith to advance the City's vision and prepare for its future.
