The City of Concord has been recognized as a Best-in-Class Employer by Gallagher, a global insurance brokerage, risk management, and consulting services firm. City Manager Lloyd Payne expressed pride in the city's approach to employee engagement, stating, "We take great pride in listening to our employees and continually updating our policies to ensure we’re meeting their needs." He emphasized the importance of creating a supportive environment for the diverse workforce of Team Concord.

According to William F. Ziebell, CEO of Gallagher's Benefits & HR Consulting Division, the City of Concord was honored for its long-term organizational priorities, high-quality benefits, and strong communication strategies. Ziebell noted that the city invests in the whole employee by providing relevant wellbeing resources to attract and retain talent.

The recognition was based on various criteria including planning horizons for benefits and compensation strategies, extent of wellbeing strategy, turnover rate, completion of workforce engagement surveys, HR technology strategy, healthcare cost differences, and communication strategies. The City of Concord scored in the top quartile of large and midsize employers in Gallagher's 2022 Benefits Strategy & Benchmarking Survey.
