Joel White has been appointed as the new Director of Buildings and Grounds for the City of Concord. In this role, White will oversee building maintenance and custodial services for 70 city facilities, as well as grounds maintenance across more than 400 acres of city-owned parks, greenways, and properties. He will also lead the cemetery division and the urban forestry division, which is responsible for protecting and enhancing Concord’s tree canopy.

White began his career with the City of Concord in 2017 as Grounds Manager. He was promoted to Deputy Director of Buildings and Grounds in 2019 and served as Interim Director starting in April 2025. During his time with the department, White has worked on streamlining maintenance operations, improving facility safety, and leading key initiatives related to Parks and Recreation General Obligation Bond projects.

“Joel is a tremendous asset to Team Concord, and his knowledge and employee-centric demeanor will continue to serve our community into the future,” said City Manager Payne.

White grew up in Concord. “It is humbling and a privilege to be named Director and have the opportunity to serve the community where I was raised and where I am now raising my family,” he said. “My goal is to consistently lead the exceptional team members in our department and continue our pledge to be good stewards of City resources while providing excellent service to our coworkers and the community.”

He holds an Associate of Applied Science degree in Agronomy from Central Piedmont Community College and a Bachelor of Science from Liberty University. White previously served as president of the North South Turf Grass Association and earned a Facility Management Professional designation through the International Facility Management Association.

Before joining city government, White spent 17 years working in golf course management. He was Superintendent at Rocky River Golf Club in Concord, where he oversaw a major renovation that contributed to its ranking among North Carolina’s Top 100 golf courses.

Outside work, White enjoys outdoor activities with his family. He participates actively in his church community and serves as a neighborhood liaison through Concord’s Partnership for Stronger Neighborhoods program.

His promotion became effective July 7, 2025.
